CANON 4
Standing Committee 
 
Section 1. - The Standing Committee shall be elected at a meeting of the Diocesan Synod on the basis of proposals made by the Nominating Committee: will consist of four (4) Priests resident in this Diocese, and four (4) Laymen, communicants of the Church. The members shall hold office for four (4) years on rotational basis. The initial election and appointment shall be one, two, three and four years for each two members, Clergy and Laity. Subsequently, a cleric and a lay member shall be elected or appointed taking into account the position of the person being replaced, for a period of four (4) years or until his successor is elected in the same way. In the event of a vacancy between synod, the Committee shall elect a person to fill the position until the next Synod.

Section 2. - The Standing Committee shall elect from among its members a Chairman and a Secretary, may be these clerics or laymen. The role of the Chairman of this Committee will be the moderator, and the Registrar of keeping the records.

Section 3. - The Standing Committee will meet bimonthly with the Bishop or his own initiative when necessary or when the Bishop asked his advice or advice.

Section 4. - The Standing Committee shall perform the functions required by the Constitution and Canons General and Diocesan, and the Diocesan Synod, including but not limited to the following:     
  a) Serve as Chief Executive Body of the Bishop.     
  b) To exercise ecclesiastical authority in the absence or incapacity of the bishop.     
  c) To act as advisory body and also give its consent in the selection, examination and management of persons for Holy Orders.     
  d) To advise and approve the purchase, construction, assessment and disposition of real property of the Diocese.     
  e) Carry out tasks identified by the Synod of the Diocese.     
  f) Review the local diocesan programs and goals and serve as Diocesan program planning group.     
  g) Oversee the legal secular functions of the Diocese.     
  h) Determine the budget policy of the Diocese.     
  i) Advise regarding workplace and responsibilities of personnel of the Diocese

Section 5. - For the agreements are valid Standing Committee shall comply with the canons of the Church.
